I've yet to find a codec that can play them successfully.

I've noticed something else, not sure if it's just me; but is it really hard to manual? Like, your first manual... easy... second manual... fine... then third manual and onward its like the equivalent of manualing 50 times in one combo in THUG2. It's just hard to keep balance.

I don't know a codec which can directly play them, but here's how to convert them to wav:
1. Open the file in a hex editor
2. Go to offset 14 in hex (or 20 in decimal)
3. Change FEFF to 0100
4. Save as WAV
5. Enjoy
You can also put your own tracks in the game by opening your WAV file, changing the two bytes from 0100 to FEFF and inserting the 14 bytes beginning with JUNK from a wem file before the "data" string in your file. (if you don't put the JUNK data in the file, the game will just attempt to play it and crash)

Check this thread out.

It only converts about a third of the wems in CookedPCConsole folder but It converts nearly all of those in the bnk container format.
My converterted THUG2 PS2 parks to PC
Thanks to THPSX twitter account for converting. Contains tons of parks from Evil God, A couple from me (Beryllium, Belgian Prison), KSK Rooftops 2 and 3, Vex-Middle East, Verty Hollow from Mike, Ruin Cap etc...

*facepalm*
i thought it's smth different than plain PCM.
yet offset is 14 and not 20d.
great way, just invert 0100 lol
0100
FEFF

I noticed that as well. I have maxed manual stats and I still get that.

Can you add more songs or just replace the current songs with yours?

I've only tried replacing the current songs, adding more songs would probably involve changing the .upk files but I had a quick look at them with UE Explorer and couldn't find any reference to the filenames.
On a sidenote, you also have to include the extra data from the wem's fmt chunk because without it the song is much quieter and the pitch is very low for stereo songs. After including the fmt extra data and the JUNK data, the byte at offset 28 in hex has to be set to 04 for mono songs and 03 for stereo songs, otherwise the pitch will be still wrong.
